Looks like possibly scale (splint?) mail. Although, it's just platey enough to be plate mail I suppose.
I see it more of a scale/splint armor on the left side (the monk's right), cause it will allow for him to move and attack more freely while still providing protection, but i can't imagine this area of armor being a plate .. it will restrict his movement greatly .. not something good for a monk i suppose.
But all in all this armor here really is superb and gives the right "heavily armored monk" vibe ... it would be great to see such armor progression on the D3 monk.|||Not bad... something like this guy, but more metallic works too:

The ones you showed are indeed quite good too.
But i chose the one in the opening post because of the attention to detail and how it closely resembles the concept arts of Blizz D3 team (along with having a cool shoulder armor piece, large beads necklace, a beard, a wicked looking combat staff, .. etc etc)|||Let's see him like this:
It surely makes sense, it would be interesting to see him moving crazingly on that robe
